A BILL
To protect American metabolic health and hormonal integrity by establishing mandatory labeling requirements for engineered foods that optimize rapid adipose deposition and accelerate endogenous endocrine disruption.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the “Hormonal Integrity and Food Supply Transparency Act” (popularly known as the “Anti-Gender Ideology Food Act”).
SECTION 2. FINDINGS.
Congress finds the following:
Medical science establishes that adipose (fat) tissue acts as an active endocrine organ containing the enzyme aromatase, which converts androgens (testosterone) into estrogens (estrone/E1).
Multi-billion dollar food conglomerates intentionally engineer ultra-processed food matrices combining refined corn products, hydrogenated seed oils, and concentrated dairy fats.
These “double-dose” formulations are biologically engineered to bypass natural human satiety cues, causing rapid fat accumulation and forcing an automated biological conversion of male hormones into female hormones.
Mainstream political regulations currently ignore these backdoor biological shifts, favoring superficial culture wars over direct corporate supply chain accountability.
SECTION 3. MANDATORY BIOLOGICAL WARNING LABELS FOR ENGINEERED SNACK FOODS.
IN GENERAL.
Any pre-packaged snack food product containing a matrix of ultra-processed carbohydrates, high-fructose corn syrup, and hydrogenated oils that exceeds an Adipose Deposition Index (ADI) threshold determined by recommendations of the Endocrine Society shall carry a conspicuous, front-facing warning label.
LABEL SPECIFICATIONS.
The warning required under subsection (a) shall occupy not less than 20 percent of the front panel of the product packaging, surrounded by a heavy black border, and shall display the following text in bold, capital letters:
“WARNING: THIS PRODUCT IS HIGHLY ENGINEERED FOR RAPID FAT STORAGE. INCREASED BODY FAT ACCELERATES THE ENDOGENOUS AROMATASE PROCESS, WHICH CONVERTS TESTOSTERONE TO ESTROGEN AND MAY INDUCE PHYSICAL FEMINIZING EFFECTS.”
SECTION 4. REGULATION OF COSMETIC AND ORGANIC ENDOCRINE DISRUPTORS.
CONSUMER TRANSPARENCY.
The right of manufacturers to obscure chemical profiles under the marketing terms “all-natural,” “organic,” or “proprietary fragrance” is hereby revoked for any consumer product containing active endocrine disruptors.
LAVENDER AND ESSENTIAL OIL MANDATES.
Any consumer beauty, hygienic, or cosmetic product utilizing lavender essential oil (Lavandula angustifolia) or related compounds shown in peer-reviewed clinical data to possess estrogen-mimicking and testosterone-inhibiting properties shall carry the following label:
“WARNING: CONTAINS ACTIVE ENDOCRINE DISRUPTORS. CLINICAL DATA ASSOCIATES REGULAR EXPOSURE WITH TESTOSTERONE INHIBITION AND THE DEVELOPMENT OF PREPUBERTAL GYNECOMASTIA.”
SECTION 5. CORPORATE INFLUENCE AND ENFORCEMENT.
CAMPAIGN FINANCE LINKAGE.
Any federal regulator, inspector, or politician voting on or implementing food safety standards must publicly declare all campaign contributions, gifts, or PAC funding received from agricultural, food processing, or packaging corporations holding assets greater than $1,000,000,000.
PENALTIES.
Failure to comply with the packaging and labeling mandates of this Act shall result in a civil penalty of not less than $500,000 per manufacturing batch, with proceeds directed to independent, non-corporate metabolic research funds.
SECTION 6. PROHIBITION AND LIQUID CHROMATOGRAPHY PROTOCOLS FOR ESTROGENIC CHEMICAL PLASTICS.
BAN ON PLASTICIZER CONTAMINATION.
No manufacturer shall utilize food packaging, plastic wraps, or flexible snack bag container linings that leach detectable quantities of synthetic xenoestrogens, including Bisphenol A (BPA) and ortho-phthalates (including DEHP, DBP, and BBP), into foods intended for human consumption.
MANDATORY MULTI-STAGE FDA TESTING PROTOCOLS.
To verify compliance, the Food and Drug Administration (FDA) shall enforce a standardized, mandatory two-stage testing matrix for all consumer packaging materials before mass-market distribution:
Stage 1: Mechanical Dissolution Mimicry.
Packaging materials shall be subjected to food-simulating liquids (distilled water, 10% ethanol, and 3% acetic acid) and exposed to localized thermal stress testing at 40°C (104°F) and 70°C (158°F) for continuous 72-hour intervals to simulate logistics and warehouse conditions.
Stage 2: Quantifiable Chemical Analysis.
Resulting chemical leachates shall be processed using High-Performance Liquid Chromatography coupled with Mass Spectrometry (HPLC-MS).
THRESHOLD LIMITS.
Any packaging material that reveals a xenoestrogen migration rate exceeding 0.01 parts per billion (ppb) under HPLC-MS analysis is classified as an Adulterated Biohazard and is banned from commercial transit.
SECTION 7. ESTABLISHMENT OF THE ADIPOSE DEPOSITION INDEX (ADI) TESTING MATRIX.
IN GENERAL.
The FDA shall establish the Adipose Deposition Index (ADI) to mathematically measure a food product’s capacity to induce rapid metabolic fat accumulation.
THE THREE-FACTOR METABOLIC FORMULA
The ADI score for any engineered snack food shall be determined using a standardized 100-point scale calculated via the following testing protocols:
Glycemic Volatility Index (40 Points):
Continuous glucose monitoring (CGM) of clinical test cohorts to measure postprandial blood sugar spikes within 45 minutes of consumption, isolating rapid insulin surges that trigger automated fat storage.
Satiety Suppression Coefficient (30 Points):
Neuro-chemical profiling to track if the fat-to-carbohydrate matrix artificially suppresses or bypasses natural human leptin and peptide YY release, effectively short-circuiting fullness signals.
Triglyceride Deposition Rate (30 Points):
Post-absorption metabolic tracking measuring the speed at which the consumed fats are converted into circulating triglycerides and deposited into visceral adipose tissue tissue.
AUTOMATIC CLASSIFICATION.
Any product scoring above 65 points on the ADI scale is legally designated as an “Endogenous Aromatase Accelerator” and must instantly carry the front-facing warning label mandated in Section 3.
SECTION 8. PERSONAL EXECUTIVE LIABILITY FOR CORPORATE OFFICERS.
CRIMINAL LIABILITY.
If a food manufacturing corporation knowingly distributes products that violate the chemical packaging bans in Section 6, falsifies ADI test data required under Section 7, or fails to place the mandatory biological warning labels on verified products, the corporate shield is legally pierced.
INDIVIDUAL PENALTIES FOR CHIEF EXECUTIVE OFFICERS.
The Chief Executive Officer (CEO), Chief Operating Officer (COO), and Chief Medical/Scientific Officer of the offending corporation shall be held personally liable under federal criminal statutes:
First Offense:
A personal criminal misdemeanor carrying a mandatory fine of $1,000,000 (payable directly from the executive’s personal assets, non-indemnifiable by corporate insurance) and up to 1 year in a federal penitentiary.
Subsequent Offenses:
A federal felony designation for “Intentional Mass Biological Alteration,” carrying a personal fine of $5,000,000 and a mandatory minimum sentence of 5 years in federal prison without the possibility of parole.
SECTION 9. ESTABLISHMENT OF THE HORMONAL RESTORATION AND REMEDIATION TRUST FUND AND CIVIL COURT DISBURSEMENT PROCEDURES.
ESTABLISHMENT OF THE TRUST FUND.
There is established in the Treasury of the United States a non-divertible, revolving account to be known as the “Hormonal Restoration and Remediation Trust Fund” (hereafter referred to as the “Trust Fund”).
DEPOSIT OF FORFEITED ASSETS.
Notwithstanding any other provision of federal law, 100 percent of all civil penalties, criminal fines, and the net proceeds of any real estate or corporate assets seized via civil asset forfeiture from non-compliant food or cosmetic companies under Section 8 shall be deposited directly into the Trust Fund.
MANDATORY INJUNCTION AND SEIZURE PROCEDURE.—
Filing the Complaint:
Upon validation of non-compliance by the Food and Drug Administration (FDA) using the HPLC-MS protocols outlined in Section 6, the U.S. Attorney for the local district shall immediately file an In Rem civil forfeiture complaint in the nearest U.S. District Court against the manufacturing facilities, distribution fleets, and corporate treasury accounts of the offending corporation.
The 48-Hour Freeze:
Upon a showing of probable cause that a product matrix has induced un-labeled biological feminization or contained banned plasticizers, the presiding federal judge shall issue an emergency asset-freeze order within 48 hours, blocking all executive bonuses, corporate transfers, and stock buybacks.
PUBLIC REDISTRIBUTION PROCEDURES AND INTERVENTIONS.
The Secretary of Health and Human Services shall administer the Trust Fund to systematically offset the systemic public burdens placed on Medicare and Medicaid programs. Funds shall be disbursed under the following strict priority protocols:
Medicaid and Medicare Offset:
Direct financial transfers shall be made from the Trust Fund to state Medicaid directors and federal Medicare accounts to fully subsidize and absorb the cost of gender-affirming care, endocrine testing, hormone replacement therapy (HRT), and therapeutic diagnostics for citizens experiencing metabolic and endocrine imbalances.
Direct Medical Care Access:
Any individual who presents clinical documentation of hormonal imbalance, visceral adipose deposition, or prepubertal gynecomastia shall be issued a “Hormonal Remediation Card” funded entirely by corporate asset seizures. This card shall grant zero-cost access to corrective surgeries, hormonal counseling, and metabolic restoration treatments at any participating federal healthcare facility.
PROTECTION FROM RE-DIVERSION.
Funds deposited into the Trust Fund are strictly walled off from the general federal budget. They cannot be diverted by the Office of Management and Budget (OMB) for military, defense, or infrastructure spending, remaining permanently locked as a biological restitution mechanism paid for directly by corporate violators.
SECTION 10. PROTECTION OF FEMALE FERTILITY AND REPRODUCTIVE INTEGRITY.
(a) FINDINGS.—Congress further finds that:
(1) Hepatic (liver) tissue congestion and steatosis caused by engineered ultra-processed food matrices, synthetic stabilizers, and high-fructose corn syrup directly impair the Phase I and Phase II conjugation pathways responsible for breaking down endogenous estrogens in females.
(2) The resulting systematic backup of active circulating estradiol and estrone triggers an artificial negative feedback loop within the Hypothalamic-Pituitary-Gonadal (HPG) axis, tricking the brain into suppressing Gonadotropin-Releasing Hormone (GnRH), Follicle-Stimulating Hormone (FSH), and Luteinizing Hormone (LH).
(3) This chemically induced feedback loop forces a state of chronic anovulation (the failure of the ovaries to release an egg), leading directly to metabolic-induced infertility, irregular menstrual cycles, and severe clinical manifestations of Polycystic Ovary Syndrome (PCOS).
(b) METABOLIC INFERTILITY TESTING STANDARDS.—
(1) IN GENERAL.—The Food and Drug Administration (FDA), in coordination with the National Institutes of Health (NIH), shall add a “Female Reproductive Disruption Factor” (FRDF) to the Adipose Deposition Index (ADI) outlined in Section 7.
(2) ASSAY PROTOCOLS.—Any synthetic food preservative, emulsifier, or texturizer that demonstrates in vitro or in vivo inhibition of female Sex Hormone-Binding Globulin (SHBG) production or directly downregulates hepatic estrogen clearance enzymes shall receive an automatic 25-point penalty on the ADI scale.
(c) DISBURSEMENT OF RESTORATIVE REPRODUCTIVE CARE.—
(1) REPRODUCTIVE INTEGRITY AMENDMENT.—The “Hormonal Remediation Card” framework established under Section 9(d)(4) is hereby expanded to grant zero-cost medical access to any female citizen presenting clinical documentation of anovulation, metabolic infertility, or PCOS linked to hepatic clearance dysfunction or insulin resistance.
(2) SUBSIDIZED COVERAGE.—The Hormonal Restoration and Remediation Trust Fund shall fully absorb and subsidize the following medical interventions:
(A) Advanced endocrine profiling, continuous glucose monitoring, and hepatic function assays to pinpoint the metabolic origin of reproductive signaling failures.
(B) Targeted liver-regeneration therapies, insulin-sensitizing protocols, and nutritional counseling designed to restore natural hepatic hormone clearance.
(C) Evidence-based corrective fertility treatments and hormonal restoration therapies to override the negative feedback loop and re-establish natural ovulatory cycles.
SECTION 11. ADIPOSE DEPOSITION INDEX (ADI) RANKING SCALE AND CLASSIFICATION.
(a) ESTABLISHMENT OF THE SCORING MATRIX.—To determine whether a pre-packaged snack food product or cosmetic ingredient matrix requires mandatory biological warning labels under Section 3 or personal executive liability under Section 8, the Food and Drug Administration (FDA) shall apply the following standardized 100-point metric scale:
(1) GLYCEMIC VOLATILITY INDEX (0–30 POINTS):
(A) Measure of postprandial blood sugar spikes within 45 minutes of consumption via continuous glucose monitoring (CGM).
(B) Scores above 20 indicate severe insulin surges that lock the body into an automated fat-storage state.
(2) SATIETY SUPPRESSION COEFFICIENT (0–25 POINTS):
(A) Neuro-chemical profiling tracking the inhibition or bypass of natural human leptin and peptide YY release.
(B) High scores indicate chemical optimization of the “bliss point” to force over-consumption.
(3) HEPATIC CLEARANCE INHIBITION INDEX (0–25 POINTS):
(A) In vitro liver tissue assays evaluating the degradation of Phase I and Phase II conjugation pathways.
(B) High scores identify chemical compounds that force a backlog in the liver, preventing the breakdown of active hormones.
(4) FEMALE REPRODUCTIVE DISRUPTION FACTOR (0–20 POINTS):
(A) Clinical tracking of Sex Hormone-Binding Globulin (SHBG) downregulation and pituitary signaling suppression.
(B) High scores indicate an active capacity to induce anovulatory negative feedback loops and metabolic infertility.
(b) LEGAL CLASSIFICATIONS AND REGULATORY ACTIONS.—Based on the cumulative score derived from subsection (a), products shall be categorized into one of three statutory tiers:
(1) TIER I: SCORE OF 0 TO 34 [”METABOLICALLY INERT / WHOLE FOOD BASELINE”]
(A) REGULATORY STATUS.—Exempt from all biological labeling and testing requirements under this Act.
(B) CHARACTERISTRATION.—Reserved for un-altered whole foods, raw single-ingredient agricultural products, and minimally processed foods with no hormone-disrupting additives.
(2) TIER II: SCORE OF 35 TO 64 [”MONITORED METABOLIC TRANSITION”]
(A) REGULATORY STATUS.—Subject to bi-annual FDA chemical audit and liquid chromatography testing, but exempt from front-facing warning labels.
(B) CHARACTERIZATION.—Applies to moderately processed foods or canned items utilizing industrial stabilizers or mild preservatives without direct endocrine-disrupting properties.
(3) TIER III: SCORE OF 65 TO 100 [”ENDOGENOUS BIOLOGICAL ACCELERATOR”]
(A) REGULATORY STATUS.—Subject to immediate enforcement under Section 3, Section 8, and Section 9.
(B) MANDATORY MONDATE.—Must immediately carry a front-facing, heavy black-bordered warning occupying not less than 20% of the packaging.
(C) CHARACTERIZATION.—Highly engineered multi-additive snack foods or cosmetics engineered for rapid visceral fat deposition, liver congestion, male feminization, or female reproductive shutdown.
